Job Description

Primary Job Responsibilities

Reporting to the Owner’s representative, lead and manage an integrated Project Controls Staff of 12 to 15 individuals to perform estimating, cost management and schedule management including:

Prepare independent cost estimates required for validating project change orders and subcontract values and other estimates ranging from rough order of magnitude estimates to definitive estimates depending upon the level of accuracy required, the time allowed for the estimate and the amount of scope available.

Administrate the project’s cost system including the establishment of budgets in the cost management system (PRISM), updating the budgets as a result of the execution of contract change orders, reviewing, cost coding and processing of the project’s actual costs (invoices), and estimating the cost at completion of each individual control account in the project’s cost work breakdown structure generating a total project cost forecast. Administrate an Earned Value Management System (EVMS) which provides for the determination of the project’s percent complete and performance against both cost and schedule.

Oversee the project’s detailed CPM schedules as prepared and updated by the contractors and other project participants. Combine the individual schedules from the various participants into the Project Master Schedule. Provide management with continuous feedback regarding schedule performance, critical path analysis, and delay analysis.

Participate in the negotiation of Contract Change Orders and Risk Management discussions and administration.

Training and Experience

Superior verbal and written communication skills required including the ability to frame complex issues to achieve recognition and/or concurrence by management or other functional organizations. Previous successful experience managing staff organizations and administrating personnel. Experience in heavy Civil Infrastructure design/construction. Rail rapid transit experience strongly desired, but not required. Ability to work cooperatively with multiple persons from multiple organizations. Ability to address and resolve multiple issues concurrently. Strong combination of conceptual knowledge and hands on skills to enable both direct support to proposals and projects, and performance of oversight assessments of existing projects and organizations. Strong internal pragmatic conflict resolution skills required in order to facilitate agreement on issues regarding enforcement of Project Control procedures and policies. Experience with public agencies and public mega-projects essential. Extensive project and field experience implementing project controls systems and producing products through supervision of assigned resources. Must be highly schedule and deadline sensitive. Willing to work in an integrated Owner’s organization as staff. Position requires a minimum of 15 years major transportation program controls leadership in addition to a technical degree in Engineering or Construction Management.

Computer Skills: Ability to routinely and efficiently use Microsoft Office suite of programs (Word, Excel, etc.) and Microsoft Outlook. Working knowledge of Primavera and Prism or similar systems a must.

Other Essential Functions

Permanent position in the Washington DC area as a key member of a mega-capital improvement program.

Responsibilities include the development and implementation of Project Management Control Systems for large Projects and Programs (USD 3B +). Must be resourceful and a good listener to meet and exceed the clients needs. Must be able to produce and interpret forward looking reports and perform ‘what-if’ scenarios accurately and fast. Minimal travel required. Must be able to conduct public presentations and facilitate project control and safety related training.
