Job Description

Department & how it relates to the role

The Crossrail project aims to deliver 24 trains an hour through 23km of new subsurface railway infrastructure under central London, continuing outwards to the east and west over 76km of some of the most congested and complex rail infrastructure in the UK. The Crossrail project is jointly sponsored by the Department for Transport (DfT) and Transport for London (TfL) and is being developed via a joint-venture company Cross London Rail Links (CLRL). A significant amount of work is required to Network Rail’s surface network and the interfaces between Network Rail and CLRL, DfT & TfL are considerable.

The Reading Station Area Redevelopment Project is part of the Crossrail Reading Programme. RSAR provides significant benefits at Reading Station and to the surrounding infrastructure including 5 new platforms, new station entrances, a new transfer deck with step free access to all platforms, grade separated junctions, remodelled and re-signalled layouts and a new train care depot.

About the role (External)

As Senior Design Engineer (Testing and Commissioning) for Network Rail on the Crossrail/ Reading Station Area Redevelopment project, you’ll be part of creating a world class rail infrastructure for the twenty-first century.

You’ll be responsible for leading testing and commissioning right across the project. You’ll monitor the process and approvals for testing and commissioning activities to ensure compliance with the relevant legislation, Railway Group and Company standards, and verify whether signalling systems can be safely accepted into use.

By joining us now, you’ll be part of taking a major project from design to completion. You’ll be working with cutting edge technology, which will include European Train Control System (ETCS) and Automatic Train Operation (ATO).

Do you have….?

· Substantial signal T&C engineer experience, including UK mainline signalling?
· Experience of major contracting?
· Knowledge of safety management and quality assurance?
· Understanding of the arrangements required for the independent assessment of works?
· An engineering degree in a relevant discipline or equivalent?
· IRSE Licences: Tester in Charge and Principles Tester?
· A demonstrable aptitude for logical thinking?
· Strong evaluation and decision-making skills?
· An ability to work and communicate effectively in a team environment?
· An appreciation of all life cycle stages of rail infrastructure?
· Experience of working within GRIP?

Key Accountabilities,

1. Oversee the Crossrail and Reading signal testing and commissioning activities, allocating resources to projects as necessary.

2. Provide functional guidance to testing and commissioning engineers.

3. Collate signalling testing and commissioning issues with programme wide or national implications and liaise with the professional specialists and delivery teams regarding their resolution.

4. Manage the trial and implementation of programme wide initiatives relating to testing and commissioning.

5. In conjunction with the professional specialists, identify and spread consistent best practice in the application of testing and commissioning techniques.

6. Arrange for relevant personnel involved in the testing and commissioning to be briefed on changes to appropriate engineering standards, procedures and other engineering documents or systems.

7. Review and where applicable endorse, non-compliance applications relating to testing and commissioning prior to submission for approval.

8. Coordinate the closure of deferred test logs, and lead action plans to address those with programme wide or national implications.

9. Check that appropriate engineering inspections and assessments are carried out in compliance with relevant standards and engineering policies. Verify the effectiveness of work and report any deficiencies.

10. Lead investigations of incidents relating to testing and commissioning where required. Provide independent testing and commissioning guidance and support to investigations and inquiries.

11. Lead engineering verification activities as directed in support of the programme.

12. Lead the establishment, with delivery functions, of the staging, possession and temporary works arrangements required for allocated testing and commissioning activities.

13. Approve the appointment of the tester in charge (TIC) and carry out checks of competence of signalling testing and commissioning engineers (Network Rail and contractors) working on projects.

14. Lead the review and acceptance of testing and commissioning plans and testing strategies.

15. Manage and undertake testing and commissioning of allocated schemes in accordance with technical competencies held. Prepare associated test strategies, plans and method statements.

16. Lead, plan and undertake inspections of signalling testing and commissioning activities carried out by contractors.

17. Accept signalling systems into use, or delegate acceptance to an appropriate testing and commissioning engineer.

18. Review, and where appropriate approve, deferral of test logs. Progress closure of test logs with appropriate action plans.

19. Lead the provision of guidance to project managers in respect of testing and commissioning activities.
